The panel consists of the following five permanent members:

Ms Gillian Downham (Chair)
Ms Downham is a Barrister at 1 Garden Court Family Law Chambers, Temple, in London. She is Chair of five published independent mental health homicide inquiries and is a Tribunal Judge of the First-tier Tribunal (Health, Education and Social Care) Mental Health.

She has a BSc (Soc Sci) in Psychology (with Honours) and an MA (Econ) in Social Policy and the Organisation of Welfare.

Professor Jonathan Cooke (BPharm, MPharm, PhD, MRPharmS)
Professor Cooke is Director for Research & Development, Clinical Director of Medicines Management and Chief Pharmacist at the University Hospital of South Manchester NHS Foundation Trust, honorary Professor of Pharmacy at the School of Pharmacy and Pharmaceutical Sciences at the University of Manchester and visiting Professor in the Infectious Diseases and Immunity Section, Division of Infectious Diseases, Department of Medicine, Imperial College London.

Dr John Reynolds (FRCP, DPhil)
Dr Reynolds is a Consultant Physician and Clinical Pharmacologist at the Oxford Radcliffe Hospitals NHS Trust and honorary Senior Clinical Lecturer at the University of Oxford.

Professor Raymond MacAllister (MA, MD, FRCP)
Professor MacAllister is a Professor of Clinical Pharmacology and Honorary Consultant Physician at University College London.

Dr Sarah Garner (PhD BPharm MRPharms)
Dr Garner is a pharmacist with expertise in health technology assessment. She is the Associate Director of Research & Development at the National Institute for Health and Clinical Excellence (NICE) and was previously the pharmacist lead to the Department of Health Specialist Advisory Committee on Antimicrobial Resistance, advising on medicines management strategies to combat antimicrobial resistance.
